There is no general ruling for Hamburg.

The Hamburg State Aviation Authority is part of the Ministry of Economics and Innovation.

For a drone flight that requires a permit in the "open" category, as the regulations on geo-zones in accordance with Section 21 h of the German Air Traffic Regulations (LuftVO) cannot be complied with, you can apply for an individual or general permit (valid for 2 years). Make sure that the Hamburg Aviation Authority is selected.

If an operating licence for the "special" category is required for the planned flight, in accordance with § 21b LuftVO, an application for an operating licence (SORA) must be submitted. This application form must be used for this purpose and the correct aviation authority must be selected. The application also includes the following attachment.

There is a Germany-wide general ruling on the granting of air traffic control authorisations. These are intended for drone flights in control zones of airports with German Air Traffic Control (DFS) and state that flights up to an altitude of 50 metres are possible without permission.
