There is no general ruling for Hesse.

The State Aviation Authority of Hesse is divided into the administrative districts/presidia of Darmstadt and Kassel.

For a drone flight that requires a licence in the "open" category, as the regulations on geo-zones in accordance with Section 21 h of the German Air Traffic Regulations (LuftVO) cannot be complied with, you can apply for an individual or general permit (valid for 2 years). Make sure that the correct aviation authority in Hesse is selected.

If an operating licence for the "special" category is required for the planned flight, in accordance with § 21b LuftVO, an application for an operating licence (SORA) must be submitted. This application form must be used for this purpose and the correct aviation authority must be selected. The application also includes the following attachment.
