Among other things, there is a general ruling on the granting of air traffic control authorisations. These are intended for drone flights in control zones of airports with German Air Traffic Control (DFS) and state that flights up to a flight altitude of 50 metres are possible without permission.

Furthermore, individual regulations within §21h LuftVO specify the conditions under which flights are possible.

Section 21k LuftVO applies in particular to authorities and organisations with security tasks. Operations in connection with emergencies and accidents are possible outside the regulations of §21h LuftVO. You can read more about the definition here. This means that only as a member of the voluntary fire brigade you cannot waive the specified prohibitions in the private sector.
